Which Oregon City Hall had a Feline Landlord?

When his owner died, he left the estate to Kitty Kat, along with a $70,000 fund for the maintenance of the city hall building. Since cats, in general, tend to be a bit limited in their executive capabilities, a local attorney was entrusted with the administration of the estate, with the understanding that when Kitty Kat finally shuffled off this mortal coil, this city would inherit the property from him, to be used as a public facility.
